On May 21, 2026, the Office of the NewYork State Comptroller issued State Agencies bulletin No. 2413.2 to provide agencies with revised policies and procedures for addressing overpayments, including the creation of a new earnings code to track pending recovery determinations. These policies and procedures do not apply to the recovery of lost time.
