On March 25, 2021, the Office of the State Comptroller issued Payroll Improvement Project Bulletin No. 1908 to inform agencies of the amended state finance law which requires the State Comptroller to offer any employee who receives a salary through direct deposit access to their electronic pay stub with the option to opt out of receiving a paper pay stub.
