Expiration of Carryover Vacation Accrual Agreements

The Office of Employee Relations (OER) has advised that the agreements regarding carryover of vacation accruals, which commenced in 2020, expire on December 31, 2023. 

LATS-NY will be updated to reflect this as follows: 

M/C and UUP employees: 

• Administrative timesheets ending on 01/03/2024 are submitted, approved and processed. Annual Leave Accrual Balance on your LATS-NY timesheet will be subject to your normal annual leave accumulation cap of 40 days. LATS-NY will be updated to combine your “Vacation20” Accrual Balance with your Annual Leave Accrual Balance and the 40 day annual leave accumulation cap will be applied to the resulting balance. This new balance will be available on your timesheet as Annual Leave and the “Vacation20” leave bucket will no longer be available on your timesheet. Accruals in excess of 40 days will expire on January 1, 2024 and will no longer be available for use. 
• Institution timesheets ending on 01/10/2024 are submitted, approved and processed. Annual Leave Accrual Balance on your LATS-NY timesheet will be subject to your normal annual leave accumulation cap of 40 days. LATS-NY will be updated to combine your “Vacation20” Accrual Balance with your Annual Leave Accrual Balance and the 40 day annual leave accumulation cap will be applied to the resulting balance. This new balance will be available on your timesheet as Annual Leave and the “Vacation20” leave bucket will no longer be available on your timesheet. Accruals in excess of 40 days will expire on January 1, 2024 and will no longer be available for use. 

CSEA, PEF, and DC37 employees: 

• Administrative timesheets ending on 01/03/2024 are submitted, approved and processed. Annual Leave Accrual Balance on your LATS-NY timesheet will be subject to a one time annual leave accumulation cap of 40 days plus all accruals you have earned since April 1, 2023. LATS-NY will be updated to combine your “Vacation20” Accrual Balance with your Annual Leave Accrual Balance and the one time annual leave accumulation cap will be applied to the resulting balance. This new balance will be available on your timesheet as Annual Leave and the “Vacation20” leave bucket will no longer be available on your timesheet. Your Annual Leave Balance will be subject to your normal annual leave accumulation cap of 40 days on April 1, 2024. All Annual Leave Accruals over 40 days will expire on April 1, 2024. 
• Institution timesheets ending on 01/10/2024 are submitted, approved and processed. Annual Leave Accrual Balance on your LATS-NY timesheet will be subject to a one time annual leave accumulation cap of 40 days plus all accruals you have earned since April 1, 2023. LATS-NY will be updated to combine your “Vacation20” Accrual Balance with your Annual Leave Accrual Balance and the one time annual leave accumulation cap will be applied to the resulting balance. Council 82, PBA of NYS, and NYSCOPBA employees: 

• Administrative timesheets ending on 01/03/2024 are submitted, approved and processed. Annual Leave Accrual Balance on your LATS-NY timesheet will be subject to a one time annual leave accumulation cap of 40 days plus all accruals you accrued on or after October 1, 2023. LATS-NY will be updated to combine your “Vacation20” Accrual Balance with your Annual Leave Accrual Balance and the one time annual leave accumulation cap will be applied to the resulting balance. This new balance will be available on your timesheet as Annual Leave and the “Vacation20” leave bucket will no longer be available on your timesheet. Your Annual Leave Balance will be subject to your normal annual leave accumulation cap of 40 days on October 1, 2024. All Annual Leave Accruals over 40 days will expire on October 1, 2024.
