Contract Advisory No. 33 - Department of Labor (DOL) Public Work Contractor Registration

Pursuant to Labor Law § 220-I, effective December 30, 2024, all contractors and subcontractors submitting new bids or commencing new work covered by Article 8 of the New York State Labor Law must be registered with the New York State Department of Labor (DOL). Contractors and subcontractors register with DOL through DOL’s Contractor Registry portal. If approved, a Certificate of Registration will be issued.

In accordance with the new requirement and Contract Advisory No. 33 | Office of the New York State Comptroller, the DOL Certificate of Registration must be included with the procurement record for any procurement with work projects covered by Article 8. The BSC will be reviewing purchase orders submitted by your agency to ensure this Certificate is attached. Please note, failure to provide the Certificate of Registration at the time of purchase order submission may result in delays for approval and purchase order dispatch.
