April 2025 3% Salary Increases

The Office of the State Comptroller (OSC) released the following Payroll Bulletins:

  • Payroll Bulletin 2336 to inform agencies of the April 2025 Public Employees Federation (PEF) 3% Salary Increase.
  • Payroll Bulletin 2337 to inform agencies of the April 2025 Civil Service Employees Association (CSEA) 3% Salary Increase.
  • Payroll Bulletin 2339 to inform agencies of the April 2025 3% Salary Increase for Arbitration Eligible (BU01) and Non-Arbitration Eligible (BU21) Employees in the Security Services Unit (SSU) Represented by the NYS Correctional Officers and Police Benevolent Association, Inc. (NYSCOPBA)
  • Payroll Bulletin 2340 to inform agencies of the Security Supervisors Unit April 2025 3% Salary Increase.

OSC will automatically process the April 2025 salary increases for annual-salaried employees and hourly employees.

Agencies must determine eligibility for increases for FEE employees in accordance with the guidelines outlined in the bulletin. FEE employees are not eligible for the salary increase unless they are budgeted as per diem but paid using FEE.

Agencies will need to submit a Pay Rate Change template in Human Capital Management System (HCM) to initiate these salary increases for eligible FEE employees by April 11, 2025 (Administration) or April 18, 2025 (Institution) for these increases to be included with check dated May 7, 2025 (Administration) or May 15, 2025 (Institution).
